FSA reminds pulse crop producers of deadlines

The Farm Service Agency (FSA) announced Monday, July 20, 2009 that farms that had dry peas planted from 1998 through 2001 with intended use of forage, green manure, or grazing shall be allowed to complete Average Crop Revenue Election (ACRE) and Direct Counter-cyclical (DCP) contracts through close of business September 30, 2009. Producers adding pulse crop base acres to a farm that planted dry peas with intended use other than forage, green manure, or grazing must complete the pulse crop base and yield election by August 14, 2009.

The Food, Conservation and Energy Act of 2008 provides that eligible pulse crop acres may be added as foundation acres for payment (base acres). The addition of pulse crop base acres is effective for 2009 through 2012 crop year and is required to be calculated in the same manner as eligible oilseed acreage under the 2002 Farm Bill. The calculation of pulse crop base acres and yield is based on the acreage and yield history from the 1998 through 2001 crop years.

If owners do not choose how to calculate the pulse crop base acres, FSA will add base acres using a default method. This default will result in the addition of a minimum amount of pulse crop bases without reducing any of the base acres for 2008.

FSA defines pulse crops as dry peas (green, yellow, Austrian, Umatilla and wrinkled) lentils, large chickpeas (Kabuli garbanzo beans) and small chickpeas (Desi garbanzo beans).

Pulse crop base acres are only eligible for DCP Counter-cyclical or ACRE payments for 2009 through 2012 crop years. Direct payment rates were not established for pulse crops; therefore, direct payments are not authorized for pulse crops for 209 through 2012 crop years.
