New FSA livestock indemnity program

Eligible ranchers and livestock producers can begin applying for benefits through the Livestock Indemnity Program (LIP) provided in the 2008 Farm Bill. This program will provide livestock producers with a vital safety net to help them overcome the damaging financial impact of natural disasters.

The Livestock Indemnity Program provides assistance to producers for livestock deaths that result from disaster. LIP compensates livestock owners and contract growers for livestock death losses in excess of normal mortality due to adverse weather, including losses due to hurricanes, floods, blizzards, disease, wildfires, extreme heat and extreme cold. Eligible losses must have occurred on or after January 1, 2008, and before October 1, 2011.

Producers that had livestock losses in calendar year 2008 have until September 13, 2009, to file a Notice of Loss and submit an Application for Payment. Producers that had livestock losses from January 1, 2009, to July 12, 2009, must file a Notice of Loss by September 13, 2009, and must file an Application for Payment by January 30, 2010. Producers that have livestock losses July 13, 2009, through October 1, 2011, must file a Notice of Loss within 30 days after the death is apparent and must file an Application for Payment within 30 days after the year of the loss.

Supporting documentation must be submitted with the Application which shows evidence of loss, current physical location of livestock inventory, physical location of claimed livestock at time of death, inventory numbers to establish actual mortality.

Producers should contact their local Farm Service Agency for complete information.
