LINCOLN, Neb. (AP) Nebraska Governor Dave Heineman has appointed a director for an agency wrestling with the state's water issues. Brian Dunnigan, who has been acting director of the Department of Natural Resources since March, was named permanent director on Tuesday. Dunnigan is a professional engineer who has spent 23 years with the agency. He takes over for Ann Bleed, who cited disagreements with the governor as she resigned.

Kansas officials have demanded millions of dollars and an irrigation shutdown for Nebraska's overuse of Republican River water. The state faces challenges in other river basins as well. Heineman says Dunnigan understands the complexities of the water challenges.

Dunnigan's salary will be $104,500.
