Kimball grand jury finds no wrongdoing apparent March suicide

A Kimball County grand jury Friday found no wrongdoing by authorities in the apparent March suicide of a Kansas man during a traffic stop near Kimball. Chief Deputy Scotts Bluff County Attorney John Childress, the appointed special prosecutor in the case, told KNEB News that the grand jury came in with their "no true bill" finding at 11:30 Friday morning

Authorities say Kimball Police Captain Ken Lehr had stopped 25-year Keith Moyer of Colby on March 13 and tried to arrest him on several Cheyenne County warrants, including 3 counts of violating a protection order and one count each of impersonating a police officer and intimidation by phone.

Before Captain Lehr could take him into custody, Moyer reached into the cab of his pickup and shot himself in the head with a small caliber semi-automatic handgun. He was taken to Regional West Medical Center by the Air Link helicopter ambulance, but died the next morning.

Nebraska law requires a grand jury whenever someone dies in police custody or while being apprehended.

Scottsbluff Police Sergeant Shawn McFarland, Gering Police detective James Jackson, and Scotts Bluff County Sheriff's investigator Lanny Hanks reviewed the Nebraska State Patrol investigation.
